1. Approvals view
Please go to the 'Approvals' view to check which users have not submitted their timesheet for a selected period, or to check which users submitted fewer or more hours than their target hours.
First, you need to make sure to select the correct date range at the top. You can choose from preset periods or set a custom start and end date from the calendar.
The data in the view will be shown for the selected date range only.
Next, if you click on the 'Total hours' column name, you can sort the data by the number of submitted hours:
This way, you can quickly identify users with zero submitted hours or notice any other outliers. All users with zero hours will be marked with a red line.

2. Dashboard view
Alternatively, you can use the Dashboard report to locate the users with zero hours.
Make sure to select the correct date range on top.
Include the 'Total hours' column in the view with the 'Edit columns' button.
Set 'View: Users & Projects' and 'Hide subrows' to get a list of user names only.
Click on the 'Total hours' column header in the table grid to sort the list by total hours and display the users with zero hours on top.
